8510 Wellness

In response to federal law, the 2004 reauthorization of the Child Nutrition Act, the Neosho Jt. #3 School District has developed a school wellness policy that will go into effect for the 2006-2007 school year.

Nutritional Quality of Foods and Beverages Sold and Served
      
A. School Meals
            
Meals served through the National School Lunch Program will:
 
1. be appealing and attractive to children
            
2. be served in a clean and pleasant setting
            
3. meet, at a minimum, nutrition requirements established by local, state, and federal statutes and regulations
            
4. offer a variety of fruits and vegetables
            
Upon request, the school will share information about the nutritional content of meals with parents and students.
 
B. Breakfast
            
Neosho Jt. #3 School District will encourage all parents to provide a healthy breakfast for their children through newsletter articles, take-home materials, or other means. A healthy breakfast is needed in order to meet their nutritional needs and enhance their ability to learn.
            
C. Free and Reduced-priced Meals
            
Every effort will be made to protect the confidentiality of students who qualify for free and reduced lunch.
            
D. Meal Times and Schedules
            
Neosho Jt. #3 School District:
 
1. will provide students with at least twenty (20) minutes after sitting down for lunch
            
2. should schedule meal periods at appropriate times, e.g., lunch should be scheduled between 11:00 AM and 1:00 PM
            
3. should not schedule tutoring, club, or organizational meetings or activities during mealtimes, unless students may eat during such activities
            
4. will provide students access to hand washing before they eat meals or snacks
 
E. Qualifications of School Food Service Staff
            
Qualified nutrition professionals will administer the school meal program. As part of the District’s responsibility to operate a food service program, we will offer access to continuing professional development for all nutrition professionals in the District. Staff development programs should include appropriate certification and/or training for child nutrition directors and cafeteria workers, according to their levels of responsibility.
            
F. Sharing of Foods and Beverages
            
Students may not share their foods or beverages with one another during meal or snack times, given concerns about allergies and restrictions on some student’s diets.

Foods and Beverages Outside of Reimbursable School Meals (such as fundraisers, snacks, rewards, etc.)
     
A. Fundraising Activities
            
To support children’s health and school nutrition education efforts, school fundraising activities will not involve candy or soda during school days from 8:00 AM to 3:00 PM.
 
B. Snacks
 
Snacks served during the school day should make a positive contribution to children’s diets and health. We suggest snacks be fresh, homemade, low fat and low sugar.
            
C. School Sponsored Events
            
Foods and beverages offered or sold at school-sponsored events held during the school day (8:00 AM – 3:00 PM) should be from the preferred guidelines above.

Nutrition and Physical Activity Promotion
 
A. Nutrition Education and Promotion
            
Neosho Jt. #3 School District strives to teach, encourage, and support healthy eating by students. The District should provide nutrition education and engage in nutrition promotion that:
 
1. is offered at each grade level as part of a sequential, comprehensive, standards-based program designed to provide students with the knowledge and skills necessary to promote and protect their health
            
2. is part of not only health education classes, but also classroom instruction in subjects such as math, science, language arts, social sciences, and elective subjects
            
3. includes enjoyable, developmentally appropriate, culturally relevant, participatory activities, such as contests, promotions, taste testing, farm visits, and school gardens
            
4. promotes fruits, vegetables, whole grain products, low fat and fat free dairy products, healthy food preparation methods, and health enhancing nutrition practices
            
5. emphasizes caloric balance between food intake and energy expenditures (physical activity/exercise)
            
6. links with school meal programs, other school foods, and nutrition related community services
            
7. includes training for teachers and other staff
 
B. Communication with Parents
            
The District will support parents’ efforts to provide a healthy diet and daily physical activity for their children. Periodically, the District will send home nutrition information. Parents should be encouraged to pack healthy lunches and snacks.
            
The District will provide information about physical education and other school-based physical activity opportunities before, during, and after the school day, including Open Gym, and support parents’ efforts to provide their children with opportunities to be physically active outside of school.
            
C. Staff Wellness
            
Neosho Jt. #3 School District highly values the health and well being of every staff member.

Physical Activity Opportunities and Physical Education
 
A. Physical Education
            
All students in grades K-8, including students with disabilities, shall participate in daily physical activity for the entire school year. A certified physical education teacher will teach all physical education classes. Student involvement in other physical activity (e.g., interscholastic or intramural sports) will not be substituted for meeting the physical education requirement.
            
B. Daily Recess
            
All elementary school students will have an appropriate amount of supervised recess, preferably outdoors, during which students will be encouraged to participate in moderate to vigorous physical activity.
            
Extended periods of inactivity (i.e., periods of two or more hours) should be discouraged. When activities, such as mandatory testing, make it necessary for students to remain indoors for long periods of time, students should be allowed periodic breaks during which they are encouraged to stand and be moderately active.
            
C. Physical Activity Opportunities Before and After School
            
A range of activities, including intramural and interscholastic programs that meet the needs, interests, and abilities of all students should be offered.
            
D. Safe Routes to School
            
The Neosho Jt. #3 School District provides bus transportation for all resident students.
            
E. Use of School Facilities Outside of School Hours
            
The school facilities are available for use by students, staff, and community members following the District’s policy, Use of School Facilities #830. School Policies concerning safety, alcohol, tobacco, and other drugs will apply at all times.

Monitoring and Policy Review

Monitoring

The District Administrator or designee will ensure compliance with established District wide nutrition and physical activity wellness policies.

Food service staff will ensure compliance with nutrition policies within school food service areas and will report on this matter to the District Administrator. In addition, the School District will report on the most recent USDA School Meals Initiative (SMI) review findings and any resulting changes. If the District has not received a SMI review from the state agency within the past five (5) years, the District will request from the State agency that a SMI review be scheduled as soon as possible.
